Could you please send me this file: C:\Users\AppData\Roaming\Unreal Engine\AutomationTool\Logs\C+Program+Files+(x86)+Epic+Games+4.12.5\Cook-2016.09.14-19.40.57.txt

Also try creating a copy of your project, then removing all of the foliage out of your copied version of the project, proceed to cook content for Windows and then package again for Windows 32bit. Show me those full output error logs as a .txt file, if an error arises.
