Packaging APK error

Hello.

When I package my prject for Android, I get this error: Exception in UnrealBuildTool: ERROR: Can’t make an APK without an API installed (see “android.bat list targets”)

I have Android SDK Build-tools 19.1 and Android 4.4.2 (API 19) all installed.
