Packaged Game read external data?

Hi All

Was looking to find a way for a packaged Win64 game to be able to use external data say an excel spread sheet to give users the ability to set a timetable/schedule ?

Functionality is all in the game with each train service having a common set of variables (struct) that ideally could take new values from a spread sheet.

any ideas is ther a user config as an alternative?
