Packaged game is on very low settings and no idea why

Hello!

I am running into this weird issue where my visuals are on very low setting in the packaged game and not sure what setting is causing this. In target platform I have set the option to Maximum Quality.

It looks like the game loads before it … loads. Even the hud icon is low rez.

If I stay long enough in the level it loads. Why is this?
