Package Textures in Compressed/LOD Biased Size?

Hi,

The packaged game has a size of 38GB, despite that all textures are set be “512” max.
The main game map occupies 13GB of space on disc.
I am not aware how exactly the “create compressed cooked packages” works, but during development stage I keep it off to save time on packaging test builds(does it really save time?).

If I turn it on - will it package the textures in the max size I set (i.e 512x512)? Does it honor lod bias, only “max texture resolution”, or both/none?

Ultimately, how to package the textures in the build to the size of 512x512, if the original size is 4K?
