Package Error NSLOCTEXT and DLLs

Already verified all blueprint classes and all widget blueprint classes
Packaging a blank project works
Migrating all the content to a new project don’t work

This looks wierd, how NSLOCTEXT get in there? You use C++ in project?

Before the log was asking me for a Target file that is in the Source folder so I created a c ++ class and left it alone to generate the .target file but then I deleted it now does not ask for any more .target files but keeps giving this NSLOCTEXT error and also this dlls errors

Maybe it’s the water plugin
