I had to Enable “Cook everything in the project content directory” in Project Settings → Packaging and now the levels work properly in Dev Launch aswell.
I am making a VR game and for some reason after deploying and Launching the Game on Android, the OpenLevel blueprint node is not working, it is just blinking the screen and staying at the same level.
What can I do? I have found no solutions from online to this.
I had some struggles with this too. - Like the level not opening even when explicitly listing it to package it. - Unconfirmed, but I think doing a full package (File->PackageProject->Android) will allow ‘Launch On’ deployments to work.

I wanna build Oculus quest app on UE4. But open level blueprint node not working.
So I can’t open next level.

I found a solution and posted it below. The problem is that when launching on oculus it only launches part of the game that UE thinks is the part that you are testing, so not all levels are included.
