NVIDIA style crowd rendering using SKINNED INSTANCING possible with Unreal 4?

Was living in a cave! Came out yesterday and what do I read? Unreal has given FULL source code access. I am majorly impressed.

I am working on a wargame (18th century, vast number of units, akin to Rome -Total War).

In my day job I do some math modelling for a tech company. I program in C++ too. I have done some graphics and AI programming in the past.

I am seriously considering this engine ( since it gives C++ source code access.)

*Can Unreal 4 do crowd rendering using LOD meshes + skinned instancing as described below?
