Basically, the UE4 static damage methods and such do not apply to blast assets. The physical simulation will still work as will damage upon collision with the world and such, but blast actors will not take damage without invoking the Blast-side damage methods.
I suggest looking at the sample Blast project for examples.

Ball şts collision is set to physic work blast but tps project bullet same setting not work. Ball default project physic on and box is colision effect. But tps project and bullet cant work physics
