Can someone please tell me how the Note Text Widget works? How do you actually enter text in to it?

Thank you for reaching out in the community. For Twinmotion 2023.1, once the Note is placed in the scene and selected, a Properties panel for the Note will appear as shown below that will allow you to edit the Note's text. Please ensure "Properties" at the bottom of the screen is selected.
