not all joints working correctly

I have a pegasus rig with a run cycle on it that is importing perfectly except for 4 or 6 of the wing bones aren’t animating at all. I have them selected at export and I bake the animation both with Maya’s onboard baking and in the export, even tried exporting the extra joint chains (ex: IK chains) and every bone works except for those bones in the wing (that I can see, the shoulder, elbow, and possibly the forearm).

All those wing joints are currently supposed to be tucked in close to the body
