This is a little bit of a niche case, but I had a lot of trees that I wanted moved inside a folder in the outliner. Because they were so many, I moved them in groups, not all together. However, once one of the trees that was selected was moved already inside the folder, the entire multiselection could not be moved into that folder anymore and I felt this option could still be a thing even if one actor is already in that folder, to help move the others that were not. I used a box selection to do it and it wasn’t showing me the folder to move them into. Caused me to lose the multisection, hide all moved actors and continue from there. Took me a while to figure out that was it though, so it may confuse others.

This issue was also caused by the fact that moving actors into a hidden folder doesn’t hide them, causing me to re-select them on the next multiselection and prevent me from moving them.

And another issue was deselecting an actor inside a folder changed the scroll position making it hard to deselect the actors that are inside the folder that I want to move the actors into.
-
There is also a small issue that if you have a multiselection selected, move it inside a folder, then press the hide button in the folder that now has those actors inside, the newly added actors wont be hidden (only the existing ones in the folder), which caused me to re-select them and snowball into all the other issues mentioned.

Lastly, the option “move to” is missing if you right-click an actor in the scene (not sure if intended):
