Non-game and licensed to end users application lisense

According to the End User License Agreement, there are two types of license fees (royalty-based and seat-based).
We would like to confirm which one to select.
We are planning to create a non-game application and sell it to end users.
Based on the description in Epic’s license fee overview, which states, ‘Applications that depend on engine code at runtime and are intended to be licensed to end users,’ we have determined that the ‘royalty-based’ model applies.
Is this interpretation correct?
