No collision is working

I have no idea what is happening, blocking collision for anything in my project doesn’t work. Even to the point of having two default cubes, it doesn’t work. I have the bottom cube set to block all and the top with physics enabled with physics actor presets, yet they just fall through each other still. I haven’t messed with any of the presets. I have no idea why it isn’t working. As soon as I run the project the falling item just disappears. I have experience in UE4 and I’m using all the same settings I have in other projects. I’m building this off of the basic VR template to experiment with Quest 2 development. Below are my physics and collision settings for the two objects.
