Niagara system flickering

I am trying to make an effect that looks like bubbles rising in a liquid. The liquid is a transparent material on a cylinder. The entire particle system seems to flicker. When they disappear, they aren’t actually gone, just faded out. If you look close enough you can still seem them, they are just VERY faint. Does anyone know why this is happening?

I have discovered that the entire effect is faded out until the first bubbles reach the surface of the water, then the effect is normal, but flickering as shown in the video and described. I moved the entire Niagara effect up slightly, and the flickering goes away. The effect is still faded out until the first bubbles reach the surface. It seems the effect is completely visible as it should be as long as at least one bubble is above the liquid level.

With this info, I decided to move the effect below the bottom of the water. The bubbles are visible as normal until they hit the bottom of the water, then they become faded and no bubbles inside the water flicker, but they are all faded.

I am even more confused now…
