Niagara Particle Velocity won't update

I’m trying to create this effect in Niagara and I’m failing at the slowdown part (for now). I tried working with a Scale Velocity modifier, but that has seemingly no effect on whatever the Vortex Velocity modifier is doing. I tried manually setting the Velocity and RotationalVelocity to 0 in a ScratchModule but that also did nothing. I can set the position, which is great, but not not needed right now.

So I guess the question is, how do I stop my points from rotating/moving after x amount of time?
