New to Unreal, some basic getting started questions.

I spent some time trying to get the ball rolling on another development platform and was not getting very far. I have a simplified concept from a first person tank game I like. I have narrowed it down to the most basic ideas. Start with just a tank, a level and driving around shooting. From there I will work in the game as I learn. I want to focus on mobile devices.
