Im looking to make a 3D fighter with a mechanic that is very similar to batman arkam city. is it possible to find a template or something without copyrights?

Welcome to UE! Yeah, there are options for setting up an Arkham-like combat gameplay (AKA Freeflow) in Unreal Engine.

Being a priced option, it could be a lot for your first project. Instead, I would suggest the following tutorial series, to create your own setup from scratch. It’s quite extensive, but it’s free for use, and you will learn a lot along the way:
