Yes. UE4 does support audio streaming. You have to go to “experimental features” area of the project settings and enable showing audio streaming options. Audio streaming is working but is still somewhat experimental so use at your own risk.
We currently don’t have any built-in support for allowing users of games to play their own audio files (like user playlists in other games).
