and if so what happens when the fps of the host is below that? lets say 70fps, does that mean the variable replicates only 70 times per second?

at best. when the server runs out of bandwith/time to send the data that it needs, it just doesn’t (because it can’t) but queues it for the next batch. that’s why net priority is a good thing.
