In Fortnite on PC at least (have not tested xbox/ps) you cannot configure controller input for most vehicles. You can for Keyboard, but not Controller, very short list for controller (see screenshot)
Was hoping to make a Octane specific map but this is a very limiting factor. Rocket Racing seems the only configurable vehicle for controller.
