Neck in retargetting

Im retargeting animation from a conventional mocap/mannequin style skeleton over to the metahuman mocap skel and i want some of the head rotation to be shared with Neck02 instead of the nect being basically a 2 bone post with all the rotation on head alone.

ive tried using IK chains on both with no good outcome, has anyone worked this out before?

really want to reduce the bobble head that is quite notieable after a while
