The quad overdraw is a mess. The ratio of failed quads will put Nanite for the win easily. It’s not optimized properly. Masked objects need to be used, that’s cheap on modern hardware.

He was doing something very wrong then. LODs mean nothing, they are just an approach to introduce better quad friendly topology and UE doesn’t account for this.
