My rotate controls are locked please help!

I have two rigs one can rotate and the other can’t. I feel I hit a keyboard button but can’t figure out which one! you can see it here https://youtu.be/IIBfTX3sAyQ

Also I think this Development area needs an Animation Section!

The secrete to fixing it thanks to John Fielding, was to bake the animation down to another control rig. I didn’t lose any animation and now the arms work! YAY!!
