Unreal Engine 1 has never been available for the public to download.
Perhaps look into modding Deus Ex 1 (Deus Ex Revision is an active project)
Unreal Tournament always came with an editor.
UT99, UT2k4, UT3, UDK are all valid engines.
You are not allowed to release games on any of them besides UDK (within eula rules), but if you are just practicing you could pick up Unreal Tournament 2004 and learn about its editor. While it’s limited compared to udk/ue4 a lot of the base mechanics you’ll learn are applicable still.
