My mocap is fixed at 30fps but I need 24fps for finished film intended for festivals and streaming.
Should my project be set at 30fps and only later export at 24fps?
Will I have any jitter or is the vector animation within Unreal fully ready to output at 24fps without concern to original mocap and Project settings?

It all depends on what you want for your final result. You can always lower the FPS in your dedicated video editing software application.
Unreal doesn’t use frames.
Animations are all interpolated beetween keyframes/always smooth no matter what rate you use.
