For some reason that I cannot determine, just moving my mouse cursor in the UI and not the viewport makes the framerate drop. It also does this in the blueprint graph. I have disabled reduce cpu usage in background setting and I have no other programs running. That shouldn’t make a difference because running the game runs perfectly fine.

Here are a few possible solutions to avoid that FPS drop.
The most common cause ,even though it sounds strange, is the Discord overlay. It often creates performance issues in the editor UI. However, since you mentioned that you don’t have any applications open, we can probably rule that out.
Another thing you can try is disabling VSync. If it’s enabled, go to:
Editor Preferences → Performance
and disable it there. Also check the NVIDIA app / control panel to make sure VSync isn’t being forced by the driver.
Additionally, you can try disabling these options in Windows Performance Options, since they sometimes cause stuttering in the editor UI:

Fade or slide menus into view
