Friend and I trying to connect on the Multi-user plug in and we cant connect to each other and followed all the steps in the webinar video and neither of us can see the others session. thank you

Multi User Editing has a few steps and without seeing what values either you or your partner have, it will be hard to determine exactly what is causing the concern.
Here is the documentation on a few troubleshooting points for when the Unreal Editor cannot automatically discover your Multi-User Editing server.

Do you need to have a VPN or can it be done over each others direct IP address?

You can connect over LAN or VPN.
There are a a few steps if either of you are using a VPN. This is contained in chapter two of this PDF. I find this to have some specifics that may not be in the documentation itself.
