Moving, Animating UVs or Texture Sample in Material

So… Lets start from the begining. I have a character. His “eyes” mesh cant moving. I cant skin it to extra bone… So whenewer. What I need is to move his texture of pupil in material and animate it in matinee and when I play.
Please, tell me if there is a way(if it is, so tell me please step by step how) to skale and move texture in material, and animate it in matinee and blueprints.
Note, I cant move mesh of eyes.
