I somehow disabled mouse wrapping in the viewport of the engine. So when I try to translate an object the mouse hits the edge of the viewport and stops instead of wrapping to the other side of my monitor. What setting did I accidentally change and how do I change it back?

If you could navigate the menus, try to open the Window menu, select Load Layout and click on Default Editor Layout. Keep in mind if you change the layout of UE5, this will reset it to the default configuration.

Check in the Editor Preferences
Go to Edit in the main menu
Select Editor Preferences
In the Viewport section, look for settings related to mouse input. make sure that some option isn’t turned off
let me know if that fixed your issue
I didn’t see any settings that were disabled, but just in case I even reset to it all to default and it’s still having the problem.
