Modular Character Hair

Hi, I have a problem about hair with modular characters.
I have a Simple rig with facial bones, then I have differents Hair Skeletal Mesh, they share the same rig of the character. (This hair are parented to the head bone with weight paint).
How I can create a physics if I don’t have hair bones? Is possibile to have different skeletal mesh for the hair then attached it to the character and use physics constraint? Or there are better ways ?
I prefer to not use hair groom because I think is too heavy for a game.
