Modeling Tools Editor Mode toolbar closed and won't reopen

The ui for the modeling toolbar was closed and I don’t know how to reopen it. All it shows is 'Select a tool from the toolbar" window.

I think you should be able to get it back by toggling ‘Mode Toolbar’ under the Editor Modes submenu in the Window top-level menu

You can reset the entire layout from the toolbar: Window > Load Layout > Default Layout
