You can, just note that you still need a computer that’s got a good graphics card and a good CPU and reasonable amount of RAM. For development you need more power than the target hardware. Typically, most laptops use the integrated Intel GPU and it’s not powerful enough. If you’re looking to purchase a system for game development you can get a better value for your money with a desktop or by building a desktop.
There are very few laptops that cost over $400 that use an integrated GPU as its primary. You’ll have to consider laptop models which integrated graphics are nVidia or AMD, I do not recommend Intel graphics for this kind of work. Also, 8 GB of RAM or more should be enough.
The majority of laptops these days use integrated GPUs, most people that buy laptops are looking for portability rather than power. If you want power, there’s reasonably priced laptops that have it, but they aren’t going to be as nice looking or light/thin as other laptops at a similar price. You can easily spend $2,000 on a laptop that still only has an Intel GPU
