Milky glass

hi everyone
If I want to create a material that simulates frosted glass, in such a way that what is close to the glass is clear, and what is far away is blurred? Like in the picture… and just like what the software does when it comes to the focus of the camera, how do I create it in unreal?

It is difficult to create such an effect in Unreal Engine, and they are usually very expensive. This is the best tutorial I have found about it: UE4 Tutorial: Milky Glass - fastest and easiest way - aka frosted glass [Unreal Engine 4.18] - YouTube.

Note that the tutorial is from before 4.21 which had a change to the shader system. This means that if it uses any HLSL code it may need some tweaking with some of the Unreal Engine properties.
