I have this issue for a while now, it appears to be connected to sky light, If I turn it off, the effect is not so apparent. But in this particular scene turning off the skylight to 0 not solve it, it still weird looking.
I use this console command(r.HairStrands.SkyLighting 0) , but in this case it makes it to be pitch black, the hair supposed to be darker grey but not black! The hair also vibrates weirdly!
I also use theese console commands too:
r.HairStrands.SkyLighting.IntegrationType 1
r.HairStrands.SkyLighting.SampleCount 128
r.HairStrands.Voxelization.Virtual.VoxelWorldSize 1
It seems I found solution. You can turn off the skylight for hair by r.Hairstrands.Skylighting 0. Or you can change the lighting technique for hair with r.HairStrands.SkyLighting.IntegrationType 2. For more details, see section Environment Lighting at the link.
