I have tried to paint terrain using several different Megascans materials from the ones provided with TM as recommended. The materials are way out of scale and the Scale slider does not go below 1 without reaching 0. (0.5 rounds up to 1) to make it small enough to use. When I apply the material to a TM Primitive Object such as a plane the material applies at the correct scale which is much much smaller than the material scale when painting terrain at the lowest scale setting. What am I doing wrong? The scale needs to be around .012 on the painted terrain material to match the same material scale applied to a primitive but the scale slider jumps back to 1 and I cannot get the materials to match.

Could you let me know which assets in particular you noticed this occurring with so I can test this out? Screenshots from your end showing the scaling issues would also be very helpful.

The material is "Pine Needles" from the Quixel Megascans library in TM.
I have included screenshots showing how out of scale the material is used in Paint Terrain at 1% compared to being placed on a TM Primitve Plane which the scale has been adjusted to achieve the appropriate scale at 0.19.
If the material is used in Paint Terrain even at the smallest setting for scale, the material is extremely oversized.
I have included a scale figure for reference from the TM library.
Also in the screenshot is an actual to scale model of 3d pinestraw that was made based off of actual pinestraw dimensions. I think you will be able to notice the difference.
Hopefully this issue would can be resolved soon as many landscapes use Pine Needles for groundcover and underneath shrubs and trees in the southeastern US. The ability to paint Pine Needles on Terrain is much desired by many I would think.
