Any news about this issue?
I have exactly the same problem.
I often need to use video as texture and when I try to capture the scene the video is out of sync.
(I can tell because I use more than 1 video texture and the videos play in sync in the play mode, and out of sync in the capture.)
That happens in matinee and also in the sequencer in the 4.12
