Maximal Texture Count Issue

So I’m having issues with the unwrap/texturing stage of a model. 

My goal, is to produce 4 x 16k texture maps to achieve 32k. But when I set my Maximal Texture Count to 4 for the unwrap, when I come to texture it only ever produces 3x 16k textures. This has happened with 3 projects in a row now. I initially thought I didn’t have enough source data to fill that much information, but given this photo set was 900+ photos, I cannot see how that is possible. 
Here is a shot of my settings and the results. If anyone knows how to ratify this I’d be really stoked.

when using Maximal textures’ count style, you set maximal textures count but not the exact value. If it is possible, RC can create final texture also with smaller amount of textures. However, we are currently working on improving the unwrap algorithm in order to get better texture utilization.

Also, the texture quality is only 25%. If you wish to increase the percentage of texture quality try to use Fixed texel size style and Optimal texel size. It is also possible to use custom texel size with this unwrapping style.
