Material budget full


in this image is says substrate material is out of budget, I figured the issue is by default it is set to 80 but when i try to adjust the valve another form lead me to adjusting the value in the Default engine.ini I add an area of text, r.Substrate.BytesPerPixel=128 this changes the base value of the bytes per pixel however it doesnt actually change anything in my material graph and it still becomes a broken texture
