The problem is most obvious in the PC version. The Android mobile version seems to be quite stable.
The PC version does stall a lot like in your video.
When starting the game quite smooth then reaching the traffic round outside the performance is choppy on PC and this does not occur on Android.
The FPS seem between 25 to 30 ms, on my PC and Android but the choppy stalling.
There is a new known problem that may be relevant to why Android and PC are different
