how can i edit the manifest file from UE4 ?
The AndroidManifest.xml is generated. You can make changes with UnrealPluginLanguage by registering an XML file in the build.cs to parse. Take a look at the GearVR or GoogleVR plugins for examples.
If you just want to add permissions or some new entries, look at the Advanced APKPackaging section of the Android project settings.
