If I wanted to make this arm fat after event begin play, Does this happen in anim bp? or can I do it character bp?

I am sure there are many ways to achieve this but I would scale the bone in anim blueprint using transform bone node.
Exactly, now in event graph of anim BP set values for bone scale, or get them from character blueprint in similar way to how Speed and IsInAir are set in default character anim BP.
When Transform (Modify) Bone node is selected you can set which bone you want to modify and how to apply values.
