Making actor a pivot for Slingshot Mechanic


I want to create a slingshot mechanic that is similar to Angry birds in a 3d space.
Basically I want to be able to click on the main actor,and drag the mouse back and release to shoot a projectile.
The force does not have to be calculated, Im wondering how to make the actor a type of pivot that would be controlled by the dragged mouse.
