Making a game with both Local and Online multiplayer available?

How would I go about having a game with both Local and Online multiplayer available?

So at the moment, I have a game that runs a dedicated server (although not well because I’m rather new to this), and I want to have local multiplayer be an option as well. However, from my understanding, this is difficult because online networking requires that I split various events between server and client, whereas in a local game (which I assume is run from a client), doesn’t have a server to run the events necessary to play the game. How do I go about fixing this?
