There’s a CL that should address this issue:

UE5 Only detects one out of two hooked controllers

The team added a fix to address the controller issue. It’s currently slated to be in the 5.4 release, but you can snag the change in GitHub at https://github.com/EpicGames/UnrealEngine/commit/94ddcc2cf8a1e9dd44be49c063f0dd8328ec1afe. Hope this helps!
