Lowpoly, flat shading, small size

Will be using UE for my thesis,
i am using PPSPP as a graphic quality reference for my game, so i am going for flat shading, low polygon, with alpha channels…
basically something lightweight than runs on PC.

How do i disable all the shinies in UE?
Motion blur, decals, etcs.
I hope to focus on the animation and programming first, running something the size of… 2 GB at most with all the bins packaged together,
excluding required DirectX installer, .Net frameworks that follows.
