What do you mean by PC model? Is that a laptop? If so, you cannot add more VRAM. (You could get an external GPU but I wouldn’t recommend that) Other than that, 16GB RAM also wouldn’t be enough, assuming you want to make use of UE5’s capabilities. It should be at least 32GB. It also matters if it’s DDR5 or DDR4. If the project you have in mind isn’t that advanced, you can consider using UE4. You’d still need to have a discrete GPU rather than an integrated one though.
If you have a desktop, it would be a good investment to get a GPU with at least 12GB of VRAM, preferably 16GB. 8GB would also suffice (I mean for me it currently seems to be doing the job but it can be limiting for larger projects) however it will be even more limiting in the near future. But you won’t be able to use UE5 with a VRAM that’s less than that. (I personally didn’t try it but that’s what I learned from others online)
