Low ads traffic due to the small number of devices supported by the package

I wonder if anyone is publishing an application on Google Play with an unreal engine and running a Google Ads application campaign? I don’t know if it is because it supports unreal 7k devices, Google Ads Application Campaign shows low traffic, I can’t figure it out
