Looking to make 3d static clouds for a menu scene

Hi, I’m looking for ways to create a static mesh 3D cloud that can have light realistically shine through for my menu scene. I’m fairly new to blueprinting so explanations would be helpful. I want to create a look similar to the witcher 3 menu. I’ve included a picture of the desired look as well as the (early) stages of my scene. Whatever the best method of doing this is, whether it’s with a static mesh and material, or something else, let me know. I just want to make this look and I’m not picky on the method to do so. Thanks!
