Looking to create the basic mechanics of a turn-based grid combat system

Looking to create a UE4 game with a turn-based grid combat system, need a seasoned game developer to create the basic frame of the combat system.

Main mechanics are as follows:
-Basic health, attack, movement stats
-Turn based combat -Actors move on grid
-Player moves freely outside of combat, then turn-based grid starts when combat begins
-Each character has a number of action points (AP) to spend for their turn (IE- 1 point to attack, 3 points to move 3 spaces, 5 to use a skill, etc.)
-During character’s turn, you can see how many spaces they can move
-While selecting a move rout, a line will show the path that the player will take
-Players move around nontraversable spaces or objects

Bonus mechanics I hope to implement later:
-Multiplayer
-Sneak system with fog of war sight
-Automatically shooting at characters that come into view range
-Directional blocking and cover -destructible environments/cover
